Café Brazil, the Highlands restaurant that has charmed diners for over two decades, took first place in both the popular vote and the judges' choice at the second annual Chili Cook-Off hosted yesterday by Joy Wine & Spirits. The unique but hearty and deeply flavored chili featured irresistible hints of mint and texturally pleasing pieces of cheese.
